RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with Data 443 Risk Mitigation, Inc., subject to the terms of their End User License Agreement, in an amount not to exceed $4,900 for the renewal of Ransomware Recovery Manager Enterprise subscription, for the period June 12, 2026, through June 11, 2027.

 

FISCAL IMPACT:

100% Library Fund

 

BACKGROUND:

The Library currently uses Ransomware Recovery Manager (Formerly Smart Shield) Enterprise to maintain and manage public access computers. This product provides instantaneous full device and data restoring and recovery for public access computers. This renewal would enable the library to continue to offer public access computers throughout our 26 locations.

 

The End User License Agreement and Terms for Maintenance and Support include limitation of liability and indemnification language and is governed by the North Carolina Law, which was reviewed by County Counsel. This Purchase Order is entered into under and subject to the following legal authority, California Government Code § 31000.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to maintain the public access computers.
