RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute an amendment to the existing purchase order with Insight Public Sector, Inc. increasing the payment limit by $540,640 from $4,200,000 to $4,740,640 to add Microsoft enterprise software renewals and supplemental subscription licenses for Contra Costa Health Department with no change to the existing term of April 30, 2028.

FISCAL IMPACT:

The cost for this purchase will be paid per User Department on a per license basis for FY 26/27. (100% User Departments)

BACKGROUND:

The Department of Information Technology (DoIT) is assisting Contra Costa Heath in procuring additional Microsoft software licenses to support its ongoing growth and operational needs. These licenses will enable the County to continue maintaining critical software infrastructure, ensuring accessibility to essential Microsoft productivity and collaboration tools. Additionally, this investment will support the County’s cloud infrastructure, data management systems, and software development. DoIT’s strategic initiative to centralize and standardize enterprise technology procurement under a single enterprise-wide agreement, to improve purchasing efficiency and ensure consistent licensing compliance across the organization.

This purchase enables DoIT to scale IT resources, improve security, and maintain compliance by combining Microsoft software assurance and subscriptions. The mix of user- and device-based licenses ensures up-to-date features, reduces downtime, and provides flexible access for diverse departmental needs.

Microsoft’s master agreement contains a limitation of liability and indemnification clause.
