RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Director, a purchase order and software license agreement with Red Titan, LLC., for the purchase of EscapeE Pro, in an amount not to exceed $5,601 for the period January 1, 2025 through January 1, 2026.

FISCAL IMPACT:

$5,601: 54% Federal, 38% State, 8% County funds; all of which is budgeted in FY24/25.

BACKGROUND:

The Employment and Human Services Department (EHSD) is seeking to purchase EscapeE Pro with Red Titan, LLC. EscapeE Pro will be used to open, view, edit, and convert case documents from PCL to PDF format. This enables EHSD to streamline research processes for historical documents that are critical for thorough case review, auditing and fraud investigation. This capability will enhance accuracy, improve accessibility, and support comprehensive analysis, ensuring compliance with department, county, and state business standards.

This purchase order includes a service agreement that includes modified indemnification language. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.

CONSEQUENCE OF NEGATIVE ACTION:

The County will be limited in optimizing document conversion and management operations and improving service delivery, which enhances overall user experience.
