RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Sheriff- Coroner, a purchase order with ManageEngine, a division of Zoho Corporation, in an amount not to exceed $2,500, and ACCEPT a End User Agreement for the acquisition of Management Engine AD Audit Plus services, for the period March 1, 2026 through February 28, 2027.
FISCAL IMPACT:
Approval of this request will result in a one-time expenditure of $2,500 and will be funded 100% by the General Fund.
BACKGROUND:
Currently, the Sheriff’s Office has no centralized auditing tool for Active Directory, which is the core of the Sheriff’s Office network security. The Sheriff’s Office needs a tool that enables the Department to automate auditing, diagnosing, and reporting on Active Directory security, which is currently done manually across multiple systems.
ADAudit Plus provides a clear picture of all changes made to AD resources including AD objects and their attributes, group policy, and more. AD auditing helps detect and respond to insider threat, privilege misuse, and other indicators of compromise, and can strengthen an organization's security posture. ADAudit is a budget-friendly solution that meets the Department’s functional needs.
The End User Agreement includes a limitation of liability and indemnification from the County to ManageEngine, a division of Zoho Corporation.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Sheriff’s Office will continue to perform these tasks manually creating security risks for missed events, extensive time spent on investigating problems, or allowing problems to go undiagnosed, which will cause productivity issues.
