Report Title:                     Prohibit vehicles over 40 feet in length on Morgan Territory Road

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

ADOPT Traffic Resolution No. 2026/4560 to prohibit vehicles over 40 feet in length on Morgan Territory Road (Road No. 7213), Clayton areas. (Districts II and IV)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

Morgan Territory Road is a narrow canyon road with numerous vertical and horizontal curves, including two 180-degree hairpin turns near the northern and southern ends of the roadway. There have been numerous incidents where large trucks have tracked off the paved and unpaved portions of roadway resulting in blockage of through travel. State-standard truck (WB-40) turning templates show that vehicles over 40 feet in length cannot negotiate the hairpin turns. Prohibiting such vehicles from Morgan Territory Road will enhance traffic safety for drivers of these larger vehicles as well as other motorists and bicyclists. The southern end of Morgan Territory Road begins in Alameda County. Alameda County Public Works has been contacted regarding this vehicular restriction. Contra Costa County Public Works Department will coordinate efforts to maintain continuity with signage informing the public of this restriction on Morgan Territory Road.

 

CONSEQUENCE OF NEGATIVE ACTION:

Vehicles over 40 feet in length will not be prohibited from using Morgan Territory Road.
