RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Animal Services Director, or designee, to execute a contract amendment with The Permanente Medical Group, Inc. to extend the term through June 30, 2028, for continued occupational health services including new employee health clearances and worker's compensation claims management, with no change to the payment limit of $75,000.

 

FISCAL IMPACT:

The total contract limit is $75,000 for the period beginning August 2023 through June 30, 2028. There is no cost to extend the contract. No additional appropriation is anticipated for FY 2026/27 or FY 2027/28. (60% City Contracts, 8% User Fees, and 32% County General Fund)

 

BACKGROUND:

 

The Department entered into an occupational health services contract with The Permanente Medical Group, Inc. (Kaiser), effective August 1, 2023. Under this agreement, Kaiser has provided required health screenings for new hires, rabies vaccinations and titer testing, Peace Officer medical clearances, and workers' compensation claims support.

 

The proposed amendment extends the contract term by two years, from June 30, 2026, through June 30, 2028. The payment limit of $75,000 remains unchanged, as current utilization trends indicate the Department is tracking below projected annual service use. The sole-source contract being amended contains indemnification language.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Without this term extension, the Animal Services Department will be unable to ensure continuity of occupational health services for new and current employees, including required medical clearances for specific job classifications and ongoing workers' compensation support.
