RECOMMENDATIONS:

APPROVE and AUTHORIZE the County Librarian, or designee, to execute a contract including limitation of liability language with Comprise Technologies, Inc., in an amount not to exceed $96,033 for the renewal of Smart Access Management and Smart ALEC licenses and to provide print and time management hosting services, for the period June 1, 2025, through May 31, 2027.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

Comprise Technologies, Inc. was awarded the Library Department’s print and time management contract on August 1, 2019, through the County’s RFP processes. Included in the contract are licenses for the vendor’s proprietary Smart Access Management (SAM) and Smart ALEC software that are now installed on library computers and used to manage print and time management through integration with the Library Department’s integrated library system. SAM is the software application that allows library patrons to reserve computers at the branches, and SmartALEC is the mobile application for remote printing on library computers.

 

The contract includes limitation of liability provisions which were reviewed by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library patrons will not be able to reserve computers or print at library branches.
