RECOMMENDATIONS:

ADOPT a resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a contract with the California Department of Community Services and Development, in an amount not to exceed $945,470 to provide Community Services Block Grant program services for the period January 1, 2024, through April 30, 2025.

FISCAL IMPACT:

$945,470 (100%) Federal (California Department of Community Services and Development) funds. There is no county match requirement.

BACKGROUND:

A Request for Proposal (RFP) 1204 was processed and award notifications were sent on January 17, 2024 with the EOC's funding recommendations for the selected contractors.

This Staff Report is to execute the County's allocation of $945,470 for the 2024-2025 program year, so that funding may be allocated to awarded contractors.

The Employment and Human Services Department (EHSD) was awarded Community Services Block Grant (CSBG) funding from the California Department of Community Services and Development (CSD) to operate self-sufficiency programs. Notification was given to the County on November 28, 2023.

The self-sufficiency programs provide housing payment assistance, food distribution, wrap-around health & mental health services, and employment training under the advisement of the County's Economic Opportunity Council (EOC).

CHILDREN'S IMPACT STATEMENT:

The Community Services Bureau of the EHSD's Head Start program supports two (2) of Contra Costa County's community outcomes. Outcome 3: Families that are Economically Self-sufficient.
