Report Title: Amendment No. 2 to Consulting Services Agreement with Terracon Consultants, Inc.

RECOMMENDATIONS:
APPROVE AND AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Terracon Consultants Inc. (Terracon), effective July 9, 2024, to increase the payment limit by $200,000 to a new payment limit of $895,000, to implement an updated billing rate for Terracon, and to extend the term through April 30, 2025 to provide on-call industrial hygiene services for various County projects, Countywide.
FISCAL IMPACT:
100% various funds as projects are awarded.
BACKGROUND:
The County awarded a contract, in the amount of $195,000 with a term of May 1, 2020 through May 1, 2023, to Terracon for on-call industrial hygiene services. There have been no contract amendments to date adjusting Terracon's billing rates. Consequently, the billing rates in effect are significantly out of date.
Amendment No. 1 increased the payment limit by 500,000 to $695,000 and extended the term to May 1, 2024 and was approved by the Board of Supervisors on September 7, 2021.
Since then, nearly all of the available fee under the Agreement has been used or committed to various County projects such as the Administration Building Demolition/Development Project at 651 Pine Street in Martinez, projects at the Contra Costa Regional Medical Center and projects for the Contra Costa Fire Protection District.
Terracon has established itself as a dependable consultant particularly well-suited to handle the consulting needs of large and complicated projects.
