Report Title: Contract Amendment for the 2021 On-Call Grazing Services Contract for Flood Control and Water Conversation District Work, Countywide

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Terri Oyarzun (dba Goats R Us), to increase the payment limit by $800,000 to a new payment limit of $2,000,000, with no change to the contract term, for continued on-call grazing services for vegetation management, Countywide.
FISCAL IMPACT:
Funded by Flood Control District and General Funds. (100% Various Funds)
BACKGROUND:
On September 7, 2021, the County awarded Goats R Us an on-call grazing contract to perform weed abatement on Flood Control and Water Conservation District (District) property and County parcels. The contract is used to supplement Public Works maintenance crews during routine and emergency vegetation management activities to comply with Fire District requirements and for locations where herbicide application and/or manual mowing is infeasible, not cost effective, or not allowed per environmental requirements.
On July 9, 2024, the Board of Supervisors approved Contract Amendment No. 1 for Goats R Us to increase the payment limit by $500,000 to a new payment limit of $1,200,000 and extend the date for the contract from September 13, 2025 to September 13, 2026.
To retain the services of, and to ensure timely payment to Goats R Us, the Public Works Director recommends that the Board approve Contract Amendment No. 2. This amendment will increase the payment limit for the on-call grazing contract by $800,000 to a new payment limit of $2,000,000 with no change to the contract term.
This contract includes services provided by represented classifications, and the County has met its obligations with the respective labor partner(s)....
