Report Title:                     Approval of County Parks Policy

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE Use of County Parks Policy as recommended by the Internal Operations Committee.

 

FISCAL IMPACT:

There is no fiscal impact for policy approval.

 

BACKGROUND:

The County Ordinance Code includes park use restrictions, hours of use, and required permits; however, there is not a comprehensive County policy that includes all park rules. At the June 10, 2025, Board of Supervisors meeting, the Public Works Director recommended a referral to the Internal Operations Committee (IOC) to develop the Use of County Parks Policy.

 

Staff researched other agencies’ policies and brought a draft policy to the June 2025 IOC meeting for the IOC to provide direction on the proposed policy. Direction from the IOC included no changes to the proposed policy language. However, direction was given that all park policy signage include a QR code directing park patrons to a Frequently Asked Question (FAQ) page and to the park policy. The IOC requested that this item be submitted to the Board of Supervisors as a consent item.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without approval of the new policy there will not be a policy governing County parks, leading to confusion for County staff and the public.
