RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #76-604-6 with National Eye Care, Inc., a corporation, effective July 1, 2025, to amend Contract #76-604-2, as amended by Contract Amendments #76-604-3, #76-604-4 and #76-604-5, to increase the payment limit by $100,000, from $285,000 to a new payment limit of $385,000 and extend the termination date from June 30, 2026 to a new termination date of June 30, 2027 to include West County Detention Facility (WCDF) and West County Reentry Treatment and Housing (WRTH) locations and provide additional optometry services to the inmate population.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional contractual service expenditures of up to $100,000 and will be funded 100% by Hospital Enterprise Fund I. (Rate increase)

BACKGROUND:
Optometry Services are needed for inmates who are incarcerated at four (4) adult detention facilities in Contra Costa County. Services include eye care, eye exams, and eyeglasses. Title 16 regulations require timely access to essential health care for incarcerated inmates. Historically, optometry services have been difficult to obtain for inmates. This Contract allows County to safely tend to the medical needs of inmates on-site. County has been contracting with National Eye Care, Inc. since January 1, 2018 to provide optometry services to inmates incarcerated at detention facilities in Contra Costa County.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000; Health and Safety Code ? 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. C...
