RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Department of Conservation and Development (DCD), a purchase order for Environmental Systems Research Institute, Inc. (ESRI) in an amount not to exceed $10,000 for geographic information software licensing and maintenance, subject to the terms of ESRI's Master Agreement, for the period of May 26, 2025 through May 25, 2026.

FISCAL IMPACT:
No impact to the County General Fund. Costs will be covered by revenues from building permit fees and land development application fees.

BACKGROUND:
DCD'S permitting system, Accela, relies on geospatial capabilities powered by industry-standard mapping software from ESRI. This integration enables the public to apply for Department of Conservation and Development and Public Works Department permits within our jurisdiction using accurate geographic information system (GIS) data. It also supports the automatic population of location-based information into permit records, which is essential for accurate fee calculations. Additionally, the GIS functionality enhances operational efficiency by helping inspectors optimize their daily inspection routes.

The Terms and Services of ESRI's Master Agreement include a limitation of liability provision.

CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Departments will lose access to the GIS software that integrates directly with our Accela permitting system. This would significantly disrupt key permitting functions, including the ability to process applications efficiently, calculate accurate fees, and optimize inspection routes.
