RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #74-475-185(3) with Jordan House of Umoja, a non-profit corporation, effective May 1, 2026, to amend Contract #74-475-185(1), as amended by Contract Amendment #74-475-185(2), to increase the payment limit by $148,531, from $329,110 to a new payment limit of $477,641, for additional Medi-Cal Specialty Mental Health Services (SMHS) for Seriously Emotionally Disturbed (SED) youth in Contra Costa County with no change in the term ending June 30, 2026.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional annual expenditures of up to $148,531 and funded 50% by Federal Medi-Cal funds and 50% by State Medi-Cal funds. (No Rate Increase)

BACKGROUND:
This Contract meets the social needs of County's population by providing community-based Medi-Cal SMHS to youth with emotional and behavioral problems to improve school performance, reduce unsafe behavioral practices, and reduce the need for out-of-home placements. This Contractor has been providing these services to the County since July 2024.

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, ?5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations ("CCR"), Title 9, ? 523 et seq. (Community Mental Health Services) and California Government Code ?? 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations.
