RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #74-452-20 with La Clinica De La Raza, Inc., a non-profit corporation, effective May 1, 2026, to amend Contract #74-452-19, to increase the payment limit by $476,167, from $800,000 to an amount not to exceed $1,276,167 and extend the termination date from June 30, 2026 to a new termination date of December 31, 2026 to provide additional Medi-Cal specialty mental health services for Seriously Emotionally Disturbed (SED) children and their families in East and West Contra Costa County.

FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional expenditures of up to $476,167 and will be funded 50% by Federal Medi-Cal and 50% Mental Health Realignment. (Rate increase)

BACKGROUND:
Behavioral Health Services Division (BHSD)/Mental Health has an obligation to provide certain Medi-Cal specialty mental health services, for its members under the terms of their Individual and Group Health Plan membership Contracts with the County. This Contract meets the social needs of County's population by providing community-based mental health services focusing on SED children, adolescents and their families which will result in positive social and emotional development at home, in the community and greater school success. This Contractor has been providing these mental health services while fostering a deep understanding of the BHSD organizations mission, values, and long-term objectives since October 2012.
