Report Title:                     Civil Grand Jury Report No. 2607, “Ambulance Patient Offload Delays: Time is of the Essence”

RECOMMENDATIONS:

RECEIVE Civil Grand Jury Report No. 2607, entitled, “Ambulance Patient Offload Delays: Time is of the Essence”, and REFER the report to the Health Services Department and County Administrator, for response.

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

On May 28, 2026, the 2025-26 Civil Grand Jury filed the above referenced report. Per Penal Code § 933(c):

 

No later than 90 days after the grand jury submits a final report on the operations of any public agency subject to its reviewing authority, the governing body of the public agency shall comment to the presiding judge of the superior court on the findings and recommendations pertaining to matters under the control of the governing body.

 

Per standard procedures, this action alerts the Board of Supervisors that the report has been received and directs the appropriate staff to review the report and provide an appropriate response for the Board of Supervisors to adopt no later August 28, 2026 (90 days).

 

The Contra Costa County Fire Protection District has also received a copy of this report and its Board of Directors is identified as a responding agency.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

There is no immediate consequence.  However, California Penal Code 933 requires the Board of Supervisors to comment on the findings and recommendations of the attached report within 90 days of its receipt.
