RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with Euna Solutions Inc. in an amount not to exceed $300,682 to provide software maintenance and support for the County budget preparation system for the period of April 1, 2026 through March 31, 2029.

 

 

FISCAL IMPACT:

 

Payments will be made annually and will not exceed a total of $300,682 for the three-year term.  It will be funded 100% by the General Fund.

 

BACKGROUND:

 

The County replaced the prior budget system with the Budget Formulation and Management System (Sherpa Government Solutions) in 2016.  Sherpa Government Solutions has now merged with and been rebranded as Euna Solutions and the current contract will expire March 31, 2026.  The requested action will enable the County to continue to receive software maintenance and support (including cloud-hosting) for the Budget Formulation and Management System through March 31, 2029.  The annual cost includes end-user licenses for the reporting module that are utilized by staff in every County department for both budget development as well as ongoing budget monitoring.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If the action is not approved, the County will need to pursue other software options in order to produce an annual budget (including State of California mandated budget schedules).
