Report Title: Budget amendment for Inmate Welfare Fund

RECOMMENDATIONS:
APPROVE Budget Amendment No. BDA-25-00052 appropriating fund balance of $24,500 for the purchase of a new laser engraving machine to be used in the Inmate Industries Vocational program. (100% funded through 114700 Prisoners Welfare fund).
FISCAL IMPACT:
This item will be fully paid for out of the Inmate Welfare Fund (114700), through use of fund balance for FY24-25, and will have no impact on County Funds.
BACKGROUND:
Inmate Industries is a sign printing and laser engraving vocational program based out of the Sheriff’s West County Detention Center. The sign/engraving shop provides individuals in custody with specialized training in engraving, banner production and sign fabrication. Most name plates, plaques and signage done for the Office of the Sheriff are completed here.
The vocational class in the West County Detention Facility currently uses an engraving machine that is more than 20 years old. The Department is no longer able to procure parts or a technician to repair the machine. To continue this class and keep instruction up to the level expected for incarcerated individuals, it is necessary to purchase a new, state-of-the-art machine. The inmate welfare fund has the funds to cover the entire purchase.
CONSEQUENCE OF NEGATIVE ACTION:
The Inmate Industries would not be able to purchase a new model laser engraver to use for the teaching of incarcerated individuals.
