RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order with Newspaper Direct Inc. dba PressReader, subject to their Products and Services Agreement, in an amount not to exceed $111,777 for the renewal of PressReader for the period December 1, 2025, through November 30, 2027.

 

FISCAL IMPACT:

100% Library Fund.

 

BACKGROUND:

The Library offers patrons PressReader products and services. These products offer online access to thousands of magazine and newspaper titles from around the world and in multiple languages, including World Journal, La Opinión, New York Times, and The Economist. Content is available to library users on the same day as the printed edition and can be read in the app or from any internet browser.

 

PressReaders’s Products And Services Agreement includes limitation of liability which was reviewed by County Counsel.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons with instant access to thousands of newspapers and magazines from over 120 countries in over 60 languages.
