RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Memorandum of Understanding (MOU) #74-760 with City of San Pablo, a municipal corporation, to provide facility space for Contra Costa Health (CCH) to provide Senior Peer Counseling Program services for adults ages 55 and older, for the period November 1, 2025 through December 31, 2026.

There is no fiscal impact for this action.
BACKGROUND:
CCH, through its Senior Peer Counseling Program, and the City of San Pablo's Senior Services Division, will jointly develop and implement Senior Peer Counseling services, including but not limited to: providing confidential guidance and referrals when appropriate to help adults ages 55 years and older in the City of San Pablo connect with resources to address mental health challenges.
This is a new Contractor to join the Behavioral Health Services Division (BHSD) network and will provide these services and foster a deep understanding of the County's mission, values, and long-term objectives beginning November 2025. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. These contracted services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department's Purchasing Division.
Approval of this new MOU #74-760 will allow CCH to provide Senior Peer Counseling Services at a City of San Pablo facility through December 31, 2026. This MOU includes an indemnification provision requiring the County to indemnify, defend, and hold harmless the City of San Pablo from all claims, losses, liabilities, fines or penalties arising out of the County's performance under this MOU.
