Information:

Department of Toxic Substances Control has decided not to proceed with the Manifest Exemption rulemaking package (OAL Notice File Number Z-2025-0603-04) at this time.   

The Notice of Decision Not to Proceed regarding the DTSC Manifest Exemption (Reference No. R-2023-0603-04) signifies that the Department of Toxic Substances Control has formally halted its rulemaking to adopt federal EPA exemptions for transporting hazardous waste across public rights-of-way between contiguous properties.
