RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Gigi Walker, effective May 19, 2026, to increase the payment limit by $400,000 to a new payment limit of $1,000,000, increase the labor rates, and extend the term through May 31, 2028, for automotive body repair services, Countywide. FISCAL IMPACT:
100% Fleet Internal Service Fund

BACKGROUND:
Public Works Fleet Services maintains the County's entire vehicle fleet, including repairing collision damage and handling vehicle painting when needed. Body repairs and repainting may be necessary due to accidents or normal wear and tear over time. As vehicles have grown more complex, the cost of these repairs has also increased.

The Public Works Department issued a solicitation through BidSync (RFP No: 2212-620) for auto body repair services in January of 2023. JM Auto Painting, Inc. d/b/a Precision Paint & Collision-Fix Auto Concord and Gigi Walker d/b/a Walker's Auto Body & Fleet Repair, were selected and awarded contracts. Service contracts with both vendors were executed on July 1, 2023 for a three-year term. Gigi Walker will also be requesting a labor rate increase equal to the current rate of the Consumer Price Index for the San Francisco - Oakland area as published by the Bureau of Labor Statistics, plus two percent on their anniversary date, effective May 19, 2026.

If approved, Amendment No. 1 will extend the term for (2) two additional years through May 31, 2028 and increase the payment limit by $400,000 to a new payment limit of $1,000,000.
