RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with Runner Enterprise Data Quality in an amount not to exceed $30,000 for the renewal of software licenses to update PeopleSoft address tables for the period of November 1, 2026, through October 31, 2028.

 

FISCAL IMPACT:

 

The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).

 

BACKGROUND:

 

Runner Technologies, Inc., doing business as Runner Enterprise Data Quality (Runner EDQ), provides CLEAN Address software, an address verification solution that verifies, validates, and corrects any address entered into the PeopleSoft system in real time. Its integration with PeopleSoft ensures that addresses are accurate and standardized at the point of entry, as well as for existing data through batch processing and change-of-address updates. CLEAN Address verifies and standardizes U.S. addresses, helping reduce returned mail, enforce data standards, and save data entry time.

 

Runner EDQ’s End User License Agreement contains a limitation of liability capping damages at the amount of fees paid by the County to Runner EDQ in the 12-month period immediately preceding the events giving rise to such cause. The agreement also contains an indemnification provision from the County to Runner EDQ for claims arising from the County’s unauthorized use of the software.

 

This procurement is made through a sole source for continuity of service and approved by Purchasing on July 15, 2026.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this purchase is not approved, there is an increased risk of inaccurate contact data and can lead to operational delays, increased administrative workflows and misdirected communications.
