RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #77-786-1 with Orka Health, LLC (dba Orka Health), a limited liability company, effective April 1, 2026, to amend Contract #77-786, to increase the payment limit by $50,000, from $300,000 to new payment limit of $350,000, and add lactation consulting services in addition to doula services for Contra Costa Health Plan (CCHP) members and County recipients, with no change in the term ending July 31, 2027.

FISCAL IMPACT:
Approval of this Contract Amendment will result in additional expenditure of up to $50,000 and will remain funded 100% by CCHP Enterprise Fund II revenues. (Additional rate)

BACKGROUND:
CCHP has an obligation to provide doula and lactation consulting services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. Doula services provide essential support during pregnancy, child birth, and the pospartum period. Lactation services provide support and guidance to breastfeeding mothers to help them successfully nurse their infants. This Contractor has been part of the CCHP Provider Network providing these services and fostering a deep understanding of the CCHP organization, mission, values, and long-term objectives since August 1, 2025.

This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000; Health and Safety Code ? 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations.
