From:                                          Lewis Broschard, Chief, Contra Costa County Fire Protection District

Report Title:                     Maerly LLC - Background Investigations

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Fire Chief, or designee, to execute a contract with Maerly LLC in an amount not to exceed $325,000 for pre-employment background investigations for the period June 1, 2025 through May 31, 2030.

FISCAL IMPACT:

Budgeted. 100% CCCFPD General Operating Fund.

BACKGROUND:

The Contra Costa County Fire Protection District conducts pre-employment background investigations for permanent employees to ensure that candidates demonstrate the integrity, accountability, and sound judgment necessary to uphold public trust and safety. These screenings identify any prior conduct that may pose a risk to operational safety or reliability, particularly in roles that require trusted responsibilities such as entering private residences, providing medical care, or managing public funds.

Maerly LLC, selected through a competitive Request for Proposals (RFP) process, is one of the newly contracted vendors providing these services to the Fire District. The contract was awarded on May 12, 2025.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the Fire District will lack the necessary resources and specialized expertise to efficiently conduct pre-employment background investigations for larger groups of prospective employees.
