RECOMMENDATIONS:
APPROVE the 2026 Countywide Surface Treatment and Curb Ramp Projects WO#2040, WO#2041, CP#25-47 (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Projects, Countywide. [County Project No. WO2040, WO2041 DCD-CP#25-47] (District II and V).

DETERMINE that this activity is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(c).

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $50 fee to the County Clerk for filing the NOE.

FISCAL IMPACT:
Estimated Project cost: $10,700,000.00. (100% Local Road Funds.)

BACKGROUND:
The purpose of the projects is to perform preventative maintenance and rehabilitation of roads throughout the County using routine pavement surface treatments. The project will apply a slurry seal, mill and overlay, and/or reconstruct various roads in areas such as, but not limited to, Crockett, Rodeo, Port Costa, Danville, Blackhawk and Diablo. Additionally, a portion of Rodeo Creek Trail (along Rodeo Creek) from Seventh Street to Willow Avenue will be treated with a slurry seal. Prior to the surface treatments, pavement preparation, consisting of weed spraying, crack sealing, base failure repairs, leveling, patching, and/or edge grinding, may be necessary. Replacement of existing curb ramps and/or curb work in compliance with the American with Disabilities Act may be performed in these areas.
