Report Title: Execute a Contract with Oracle Corporation

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a Renewal Order Form with Oracle Corporation, in an amount not to exceed $1,100,000 under the existing Oracle Master Agreement dated November 27, 2015, for PeopleSoft licensing and support services for the period of July 1, 2026, through June 30, 2029.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 26-27 budget (100% User Departments).
BACKGROUND:
The Department of Information Technology (DoIT) intends to renew the County’s Oracle PeopleSoft licenses and support agreement. These products support the County’s core human resources, payroll, and employee self-service functions, including benefits administration, employee data management, payroll processing, and online access to pay and tax information, as well as workforce planning and succession management. Supporting technologies, including IBM WebSphere Application Server and Visual COBOL from Rocket Software, are required to maintain system infrastructure and ensure continued payroll and batch processing operations. Approval of this renewal will enable the County to sustain reliable HR and payroll services.
This purchase is governed by the terms of the Master Agreement between the County and Oracle which was approved by the Board of Supervisors on November 17, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this procurement is not approved, the County may experience disruptions in its ability to process payroll and administer employee benefits.
