RECOMMENDATIONS:
APPROVE and AUTHORIZE the Fire Chief to enter and execute an interagency agreement between the Contra Costa County Fire Protection District and Contra Costa County Public Works in an amount not to exceed $613,200 for the period of July 1, 2026 - June 30, 2029 for industrial storm water inspection services to be performed by the District's Hazardous Materials division.
FISCAL IMPACT:
The agreement is expected to generate revenue to the District of up to $613,200 annually through reimbursement for inspection and compliance services performed on behalf of Contra Costa County Public Works. Revenue received under the agreement will support Hazardous Materials Division operations and related staffing and program costs.
BACKGROUND:
As part of the impending annexation of the Contra Costa County Hazardous Materials Division into the Contra Costa County Fire Protection District, the District will assume responsibility for providing inspection and related compliance services currently performed by the County's Hazardous Materials Program.
Previously, a three-year interdepartmental Services Agreement was in place between the Hazardous Materials Program and Public Works, commencing on July 1, 2025. In order to ensure continuity of service and regulatory compliance, the District must enter into an interagency agreement with Contra Costa County Public Works for the performance of industrial and commercial storm water and hazardous materials inspection services for the period of July 1, 2026 - June 30, 2029.
