RECOMMENDATIONS:
APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract with Civic Calling Corporation, (dba Holly, Inc.), in the amount not to exceed $212,760 to provide platform access to its Job Design service for class specification management and compensation benchmarking services for the period of June 10, 2025, through June 9, 2028.
FISCAL IMPACT:
The cost for the service is within the Human Resources Department FY 24-25 budget and will be budgeted in subsequent years. 100% General Fund.
BACKGROUND:
Contra Costa County seeks to modernize its classification and compensation benchmarking processes across a workforce of approximately 11,000 positions spanning over 1,240 job classifications. After conducting research and considering the capabilities of various vendors, it has been determined that Civic Calling Corporation, (dba Holly, Inc.), is uniquely qualified to deliver these services. Holly's integrated solution offers advanced AI-driven classification, comprehensive compensation benchmarking, automated specification management, and robust policy analysis capabilities.
Holly's system will support Human Resources to meet the County goal of streamlining classification structures and determining salary market status. A single vendor covering classification, compensation, and policy analysis reduces administrative overhead and mitigates the risks of multi-vendor coordination. Holly delivers on-demand classification and compensation comparisons integrated with analysis of County policies, increasing efficiency in recruiting and retention efforts.
