RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with Vine Hill Hardware Inc., in an amount not to exceed $1,000,000, to provide vehicle equipment installation, upfitting services, repairs, and parts for the period of November 3, 2026 through November 2, 2029, Countywide.
FISCAL IMPACT:
100% Fleet Internal Service Fund
BACKGROUND:
Public Works Fleet Services oversees maintenance and repair operations for a fleet of more than 1,700 vehicles, encompassing a wide range of specialized units that support essential County services. These vehicles require expert installation and upfitting of specialized equipment, as well as ongoing repairs and parts supply for County trucks, vans, and other fleet vehicles – including emergency equipment, communication systems, and specialized hardware.
In May 2026, the Public Works Department conducted a formal solicitation for vehicle equipment installation, upfitting services, repairs, and parts, posting the Request for Proposal on BidNet Direct (RFP_F-Contr-0000000229). Three proposals were received, and Vine Hill Hardware, Inc. d/b/a Bill’s Ace Hardware / Ace Truckbox was among the vendors awarded the contract.
Vine Hill Hardware, Inc. d/b/a Bill’s Ace Hardware / Ace Truckbox will provide design and fabrication services for custom components for trucks, SUVs, and other work vehicles. These specialized services required skilled personnel and dedicated equipment to perform complex vehicle upfitting, modifications, and repairs.
