RECOMMENDATIONS:
RATIFY the Health Services Director’s designee’s April 1, 2026 execution of an Amendment to License (Amendment #23-905) with Epic Systems Corporation, a corporation, amending License and Support Agreement, dated February 17, 2011, for Contra Costa Health’s (CCH) participation in the Epic Base Payer Platform Network for Providers for the period from August 10, 2026, until terminated by County.
FISCAL IMPACT:
Approval of this action does not impact the payment limit of $19,500 funded 100% by Hospital Enterprise Fund I revenues.
BACKGROUND:
The Epic Nexus Qualified Health Information Network (QHIN™) Agreement and Letter Agreement meets the needs of the County by incorporation of its terms regarding CCH’s access to the TEFCA network. TEFCA™ operates in the United States as a nationwide framework for health information sharing created by the U.S. Department of Health & Human Services Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology (ASTP/ONC) to remove barriers for sharing health records electronically among healthcare providers, patients, public health agencies, and payers. TEFCA serves to coordinate disparate, disconnected networks of information together. ASTP/ONC is a federal administration health Information Technology effort and is a resource to the entire health system to support the adoption of health IT and the promotion of nationwide, standards-based health information exchange to improve health care.
