Report Title: Contract with RTSF Petro Ventures, Inc. for Car Washing and Detailing Services, Countywide.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with RTSF Petro Ventures, Inc. in an amount not to exceed $600,000, to provide car washing and detailing services, for the period of September 1, 2025 through August 31, 2030, Countywide.
FISCAL IMPACT:
100% Fleet Internal Service Fund
BACKGROUND:
The Public Works Fleet Services oversees vehicle maintenance for over 1,700 vehicles. These vehicles need to be washed and cleaned regularly to maintain appearance, prevent damage, and improve the driving experience for our County workers.
In March 2025, the Public Works Department conducted a formal solicitation for car wash and detailing services. The Invitation for Bid was published on BidNet Direct #IFB-Contr-0000000004. RTSF Petro Ventures, Inc. d/b/a Super Station Car Wash was the sole and qualified vendor awarded the contract. The contractor offers automatic and hand car washes, as well as detailing services for cars, vans, and light trucks.
Fleet Services is requesting approval of a service contract with RTSF Petro Ventures, Inc. d/b/a Super Station Car Wash for the term September 1, 2025 through August 31, 2030, in the amount of $600,000.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, car washing and detailing services for County vehicles will no longer be available, which will impact functionality, maintenance, and safety requirements for County vehicles.
