RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #76-664-8 with Freedom Hygiene, Inc., a corporation, in an amount not to exceed $238,973, to provide feminine hygiene product disposal services to Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers for the period from October 1, 2025 through September 30, 2028.

FISCAL IMPACT:
Approval of this contract will result in contractual service expenditures of up to $238,973 over a three-year period and will be funded 100% by Hospital Enterprise Fund I revenues.

BACKGROUND:
This Contractor is a minority owned business who specializes in the discreet disposal of feminine hygiene products for high traffic areas. The Contractor will comply with all standards prescribed by the statutes and administrative regulations of the State of California, and by the applicable ordinances and regulations of local governmental agencies and entities. This Contractor has been providing these services to CCRMC and Contra Costa Health Centers, fostering a deep understanding of the organization's mission, values, and long-term objectives since July 1, 2019.
This Contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. CCRMC's Quality Management, Utilization Management and Contract Monitor Staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. This Contractor was approved by the Public Works Department's Purchasing Agent on October 10, 2025.
