RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Diablo Boiler & Steam Inc., effective November 4, 2025, to increase the payment limit by $500,000 to a new payment limit of $1,750,000, with no change to the term, for on-call boiler services at various County sites and facilities, Countywide.
FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)
BACKGROUND:
The Public Works Department, Facilities Services Division is responsible for the maintenance and repairs to all hot water, boiler furnace, and heat pump systems, which provide hot water and heating to County buildings. Scheduling this maintenance is done by Facilities Services, but the actual maintenance is performed by outside vendors. Government Code Section 25358 authorizes the County to contract for maintenance and upkeep of County facilities.
Originally bid on BidSync #2107-497, Diablo Boiler & Steam Inc., was one of two contractors awarded for this contract. The Public Works Department awarded a three (3) year contract with the term February 1, 2022 through January 31, 2025. The total contract amount awarded was $750,000.
Amendment No. 1 was approved, effective May 1, 2023, and increased hourly rates according to the Consumer Price Index (CPI) for the San Francisco - Oakland - Hayward area as published by the Bureau of Labor Statistics. Amendment No. 2, effective May 3, 2024, increased the payment limit to $1,250,000, increased the hourly rates, and extended the term through January 31, 2027.
