RECOMMENDATIONS:

APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute a contract with MNS Engineers Inc., in an amount not to exceed $539,106, for the period May 14, 2024 through June 30, 2025, to provide construction management services for the Walnut Creek Desilt Project, Concord area. (County Project No. 7520-6B8334) (District IV)

 

FISCAL IMPACT:

Work performed under this contract will be funded by 100% Flood Control Zone 3B Funds.

 

BACKGROUND:

The project will remove approximately 115,000 cubic yards of channel material from designated areas of the Walnut Creek Channel in the City of Concord, roughly 2,000 north of Concord Avenue to roughly 3,000 south of Concord Avenue. Work also includes placing a stake and tape boundary between the designated area and environmentally sensitive areas, traffic control, construction of temporary access ramps, portable message signs, hydroseeding, and pre-construction and post-construction surveying.

 

MNS Engineers, Inc. was selected to provide construction management services for the project after completing a request for proposal solicitation and technical proposal process. Public Works has successfully negotiated with MNS Engineers, Inc. to provide the construction management services.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without approval from the Board of Supervisors, this Consulting Services Agreement will not be in effect. A delay in construction of the Project will occur, ultimately delaying the completion of the Project. Project delay may also result in substantial additional project costs and jeopardize the funding.
