RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Professional Accounts Management, LLC for a web-based software to be used by the Office of the Sheriff for the receival and processing of autonomous parking citations, at no cost to the County, for the period October 1, 2025 through June 30, 2026.


FISCAL IMPACT:
There is no fiscal impact. AC Transit will cover the cost of the contract.


BACKGROUND:
AC Transit contracts with Contra Costa County Office of the Sheriff for police services. Duncan Solutions, which operates under Professional Accounts Management, LLC, is a web-based software used by AC Transit to receive and process autonomous parking citations. Once the citations are received, they are transmitted by Hayden AI for AC Transit's transportation fleet. AC Transit recently installed Hayden AI autonomous cameras as an added safety barrier for AC Transit bus operators and passengers that locate illegally parked or moving vehicles along a bus route which pose a hazard.

This technology will involve the processing, billing, registration data acquisition, servicing, and/or collecting of fines, penalties, and fees in connection with the issuance of citations for parking violations at AC Transit bus stops and designated bus lanes throughout Western Contra Costa County.

The department is seeking approval of this contract, at the request of AC Transit, to help improve and increase safety measures to the public and bus operators.

The Master Services Agreements includes a limitation of liability and indemnification from the County to Professional Accounts Management, LLC.
