Report Title: Purchase Order amendment with DigiCert, Inc. for the Ultra DNS Subscription through August 31, 2027

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the County Librarian, a purchase order amendment with DigiCert, Inc., to increase the payment limit by $582 to a new payment limit of $11,883 with no change to the term, to manage the Domain Name System for the Library’s online services.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
On September 9, 2025, the Board of Supervisors approved the DigiCert, Inc. renewal of UltraDNS for the period June 1, 2025, through May 31, 2027, for a total of $11,301. After the approval was received, it was determined that the term should be June 1, 2025, through August 31, 2027, based on when the upgrade would start; and that change in the effective period would increase the payment limit to $11,883.
The Contra Costa County Library is a 24 hour a day, 7 day a week operation and requires an externally managed Domain Name System (DNS) service to ensure a high level of service to our customers. UltraDNS uses the latest technology to provide quick and efficient service, as well as a global infrastructure to ensure reliability.
The Terms and Conditions include a limitation of liability and indemnification language, which were reviewed by County Counsel.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide patrons quick and efficient service, as well as a global infrastructure to ensure reliability.
