RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute contract amendments with the Young Men's Christian Association of the East Bay dba YMCA of the East Bay to increase the payment limit by $1,523,666 to a new total payment limit not to exceed $10,685,624 to provide State General Childcare, State Preschool, and Head Start and Early Head Start services from July 1, 2024 to July 31, 2024, and from August 1, 2024 to August 31, 2024, subject to approval by the County Administrator and approval as to form by County Counsel.
FISCAL IMPACT:
$1,523,666: 86% State funded and 14% Federal funded; all of which is budgeted for FY 2023-2024. There is no County match requirement.
BACKGROUND:
On May 23, 2024, the Administration of Children and Family (ACF) notified the Employment and Human Services Department (EHSD) that the 2024-2028 Competitive Head Start Application is still under review and directed EHSD to submit grant extension requests to ensure current childcare services may continue through July 2024. Maintaining service levels requires the County to extend the 2023-2024 childcare partner contracts by two months, and to provide additional funding to cover the cost of services.
This contract will amend the prior approved contract for a term of July 1, 2023, through August 31, 2024, to provide two month service for State General Childcare, Sate Preschool, and Head Start and Early Head Start services.
