Report Title:                     APPROVE the Abandoned Taxiway Pavement Rehabilitation Project and take related actions under CEQA

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

 

APPROVE the Abandoned Taxiway Pavement Rehabilitation Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Concord area.  [County Project No. WH115A, DCD CP#24-31] (District IV).

 

DETERMINE that this activity is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15302(c).

 

DIRECT the Director of Department of Conservation and Development (DCD), or designee, to cause a CEQA Notice of Exemption (NOE) to be filed with the County Clerk and State Clearinghouse, and

 

AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to DCD for processing, and a $50 fee to the County Clerk for filing the NOE.

 

FISCAL IMPACT:

 

Estimated Project cost: $1,185,000.00 (100% General Funds)

 

BACKGROUND:

 

The purpose of this project is to conduct pavement rehabilitation within the limits of an abandoned taxiway that is used as a driver’s training site for the County’s Sheriff Department. The site has lacked pavement maintenance for many years resulting in substandard conditions for the training. The project will grind the existing asphalt and repave with new asphalt.

 

The project is exempt from CEQA because it consists of reconstruction of an existing facility (repaving an abandoned airport taxiway) on the same site that will have the same purpose and capacity pursuant to Section 15302(c) of the CEQA Guidelines.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Delay in approving the project may result in a delay of design, construction, and may may result in decertification of the Sheriff’s Basic Police Academy leading to the closure of a valuable regional training resource.
