RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a Memorandum of Understanding (MOU) with Peregrine Technologies, Inc. authorizing the sharing of law enforcement data with all law enforcement agencies within Contra Costa County via the Peregrine platform for the purpose of law enforcement planning, response, analysis, criminal identification and apprehension, and inter-agency collaboration, which may be terminated at any time, with or without notice, by either the Office of the Sheriff or Peregrine.
FISCAL IMPACT:
Approval of this request will result in no fiscal impact.
BACKGROUND:
The Office of the Sheriff utilizes numerous inter-agency and intra-agency data sources for patrol and custody operations management, crime prevention, investigations, data analysis, officer wellness/resilience, oversight reporting and responses to public records requests. The Peregrine Technologies, Inc. system breaks down silos and supports robust inter-agency and intra-agency collaboration and information sharing. It provides a single source to retrieve data from CAD, RMS, historical records, ATIMS, evidence, LPR, RIPA data, specific data streams from ARIES and more.
Peregrine Technologies, Inc. has demonstrated a solid satisfaction track record and many agencies in the county are already customers today. All Contra Costa County law enforcement agencies who are also Peregrine customers are sharing the appropriate identified data. For those agencies, Peregrine software has been critical in several investigations, apprehensions, and trends for crimes and incidents across jurisdictional boundaries.
This MOU is subject to the previously approved contract between the Office of the Sheriff and Peregrine Technologies, Inc.
