RECOMMENDATIONS:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with KPMG LLP in an amount not to exceed $198,550 for Evaluation of the Measure X Early Education Boost Program services for the term March 1, 2026, through February 28, 2027.
FISCAL IMPACT:
Measure X Funds, 33% of which are budgeted in FY 2025-2026 and 67% of which will be budgeted in FY 2026-2027.
BACKGROUND:
The Workforce Development Board of Contra Costa County (WDBCCC), within the Employment and Human Services Department, administers Measure X-funded workforce initiatives aimed at strengthening the early childhood education (ECE) workforce across the County. The Measure X Early Childhood Education Boost Program supports workforce stability and quality improvement efforts that benefit ECE providers, children, and families.
To support accountability and ongoing program improvement, the County seeks to contract with KPMG LLP to provide independent evaluation services for the Measure X Early Childhood Education Boost Program. KPMG was selected through Single Source justification. The evaluation will assess program implementation and outcomes and provide findings to inform future Measure X workforce investment decisions, including program design, funding priorities, and continuous improvement efforts.
Due to the professional services nature of this engagement, the contract includes Special Conditions that modify the County's General Conditions related to indemnification and limitation of liability.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board not approve this action, the County will be unable to proceed with the independent evaluation of the Measure X Early Childhood Education Boost Program. This would limit the County's ability to assess program e...
