RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to purchase on behalf of the Health Services Director, up to 120 Clipper cards each with a $50 value totaling $6,000 and up to $100 in applicable shipping costs for a total amount not to exceed $6,100 for low-income clients served by the HIV and STI Program for the period of July 1, 2024 through June 30, 2025. 

 

FISCAL IMPACT:

This $6,100 expenditure will be funded by the Housing Opportunities for People Living with AIDS (HOPWA) grant. There is no impact to the County General Fund.

 

BACKGROUND:

The HIV Program within Contra Costa Public Health was awarded a HOPWA grant from July 1, 2021, through June 30, 2026. The annual budget is approximately $1.126M. These funds are intended for county households with annual incomes below the federal poverty line, living with AIDS that are either at risk of becoming or are already unhoused. The grant includes food as well as travel provisions. All vouchers are distributed based on need and eligibility as outlined by Housing and Urban Development (HUD).

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, HIV Program clients living below the poverty line may be unable travel to vital medical appointments and support services.
