Report Title:                      Purchase of Lenco BEARCAT Armored Vehicle

Recommendation: Recommendation of a Board Committee

 

RECOMMENDATIONS:

APPROVE clarification of Board action of June 9, 2026, (26-2504) with Lenco Armored Vehicles, to reflect the correct funding source and payment limit of $450,000 for the procurement of the BEARCAT G3 Pro Armored Vehicle, optional equipment, and warranty.

 

 

FISCAL IMPACT:

Approval of this request will result in an additional $35,000 in expenditure authority than previously approved by the Board and reflect the cost being funded 100% by the Non-General Fund Law Enforcement Capital Projects (CLEEP) Fund.

 

 

BACKGROUND:

On June 9, 2026, the Board of Supervisors approved staff report #26-2504, which authorized a purchase order with Lenco Armored Vehicles, for the Office of the Sheriff to purchase the BEARCAT G3 Pro Armored Vehicle, optional equipment, and warranty as needed to provide critical support in confronting complex threats and making tactical operations safer.

 

The staff report stated an amount not to exceed $415,000 and PL6 as the funding source. Due to the prior fiscal year-end close adjustments, the funding source has changed to the use of Law Enforcement Capital Projects funding from the State. The purchase order payment limit has also changed; therefore, this new staff report is to clarify both the new funding source and payment limit amount.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Office of the Sheriff may not be able to purchase the BEARCAR G3 and will be limited in its ability to safely respond to critical incidents, such as barricaded and hostage situations requiring advanced tactics. This could hinder the Office’s ability to protect and rescue civilians and resolve such incidents through negotiated surrenders and tactical plans.
