Report Title: Rental Agreement with Discovery Bay Marina
Recommendation: Recommendation of the County Administrator
RECOMMENDATIONS:
APPROVE and AUTHORIZE the Fire Chief or designee to enter into a rental agreement with Discovery Bay Marina in an amount not to exceed $21,000 for the lease of a boat slip for the period October 1, 2026 through September 30, 2029.
FISCAL IMPACT:
Budgeted. 100% CCCFPD General Operating Fund.
BACKGROUND:
On July 11, 2023, the Fire District Board of Directors authorized the purchase of a new 32-foot Munson fire boat to expand maritime response capabilities. Following the annexation of the former East Contra Costa Fire Protection District, the District's Maritime Response Team requires dedicated assets to cover emergencies-including fires, medical calls, spills, and rescues-along 30 miles of navigable waterways and high-value target hazards in the far eastern portion of the County.
To ensure rapid response times across these far-reaching waterways, the District needs to base the new fire boat locally. Entering into a lease for a boat slip at the Discovery Bay Marina provides the strategic location required to house the vessel, allowing the District to efficiently protect lives, property, and the environment in Eastern Contra Costa County.
The Rental Agreement between CCCFPD and Discovery Bay Marina contains additional terms and conditions that include indemnification language.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this agreement would prevent the Fire District from having a strategic location with proximity to 30 miles of waterways to aid in the protection of lives, property, and the environment in Eastern Contra Costa County.
