RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the County Librarian, to execute a purchase order with software reseller Premier Wireless Business Technology Solutions, Inc. for ScaleFusion’s ProMobi CPR3 remote learning service, subject to Scalefusion's Terms of Service, in an amount not to exceed $2,400, for the period August 17, 2026, through August 16, 2027.
FISCAL IMPACT:
100% Library Fund.
BACKGROUND:
The Contra Costa County Library uses the CPR3 solution to support the needs of underserved populations by providing tablets to support their journey toward stability and independence. Scalefusion, through ProMobi, can provide detailed reporting on device usage and resource access. This service supports Adults who are enrolled in the Library’s Adult Literacy Program to access library services to help them learn to read and write. The service also supports the Early Literacy Outreach Van that visits underserved communities across the county.
The ProMobi Terms of Service include limitation of liability and indemnification language which was reviewed by County Counsel. This Purchase Order is entered into under and subject to the following legal authority, California Government Code § 31000.
CONSEQUENCE OF NEGATIVE ACTION:
If the Purchase Order is not approved, the Contra Costa County Library will not be able to provide tablets to students enrolled in the Library’s Adult Literacy Program that help them learn to read and write. Also, the Early Literacy Outreach Van that visits underserved communities across the county.
