RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-513-5, a Consulting Services Schedule, with Optum360 Solutions, LLC, a corporation, effective November 4, 2024, to purchase services under Contract #23-513-4 and increase the total Contract Payment Limit by $430,000 from $139,021, to a new total payment limit of $569,021 and extend the termination date to October 1, 2025 for consultation services for the Medicaid Dual Eligible Special Needs Plan (D-SNP) Project Management.

FISCAL IMPACT:
Approval of this amendment will result in an increase of $430,000 and will be funded by 100% Contra Costa Health Plan Enterprise II Funds.

BACKGROUND:
On October 22, 2019, the Board of Supervisors approved Contract #23-513-4 with Optum360 Solutions, LLC., in an amount to exceed $139,021 for license software and support for the period January 31, 2020 through January 30, 2025.

Contra Costa Health Plan (CCHP) is mandated by Department of Health Care Services (DHCS) to implement D-SNP program by January 1, 2026. CCHP members enrolled in the D-SNP program will have both Medi-Cal and Medicare coverages. CCHP is required to manage and coordinate all of their benefits across the two coverages and meet all the regulatory requirements from DHCS and Center for Medicare and Medicaid Services (CMS). This contractor will provide one (1) project management consultant who will provide D-SNP Project Management Support services to CCHP.

Approval of Contract #23-513-5 will allow the Contractor to continue to provide support services and license and software support for the Electronic Health Records Systems and additionally D-SNP project management services, through October 1, 2025.
