Report Title: Contract with Ensono, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Chief Information Officer, or designee, to execute a contract with Ensono, Inc. for mainframe migration and hosted managed services in an amount not to exceed $10,112,687, including $1,700,747 allocated for the mainframe migration and $1,682,388 allocated for the annual hosting fee, for the period of July 1, 2026, through January 31, 2032.
FISCAL IMPACT:
14% General Fund and 86% User Departments, all of which are funded in FY 26-27.
BACKGROUND:
The County currently operates a legacy mainframe system that supports nine critical applications used across multiple departments. As part of the County's broader modernization initiative, these applications must be migrated off the mainframe to ensure continued operational stability, mitigate risk, and reduce technical debt.
To support this transition, the County plans to move the applications to an intern platform that preserves functionality and accessibility. This interim solution will act as a bridge until the applications can be fully modernized, rehosted, on current technology to a modern, cloud-based environment in alignment with the County's long-term information technology (IT) strategy.
To assist with this effort, the County issued Request for Proposal 2411-858 to assess the existing mainframe environment and develop a modernization approach. Ensono was selected as the vendor and completed a mainframe assessment to help define and solidify the County's modernization plan. Under the proposed agreement, Ensono will perform the mainframe migration and provide hosted managed services for the applications being transitioned off the mainframe.
