RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #77-195-7 with Q Metrics, Inc., a corporation, effective April 2, 2024, to amend Contract #77-195-6, to increase the payment limit by $60,009, from $116,412 to a new payment limit of $176,421, with no change in the term of May 1, 2023 through April 30, 2024 for additional survey services.

FISCAL IMPACT:
Approval of this amendment will result in additional contractual service expenditures of up to $60,009 and will be funded as budgeted 100% by Contra Costa Health Plan (CCHP) Enterprise Fund II revenues. (No rate increase)

BACKGROUND:
CCHP has an obligation to provide certain CCHP member services including surveys of CCHP members to facilitate the best practices in providing member services. This contractor provides administration of the annual Timely Access Provider Appointment Availability Survey (PAAS) and post validation services for CCHP and has been providing member survey services since June 1, 2018. This contract is entered into under and subject to the following legal authorities: California Government Code ?? 26227 and 31000; Health and Safety Code ? 1451. Health Services Personnel approved this contract to ensure no conflicts with labor relations. This contractor currently cooperates with and participates in CCHP's Quality Management Program which consists of quality improvement activities to improve the quality of care and services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization's clinical and service measure Quality Improvement Programs.
