RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District; APPROVE clarification to the Board’s November 4, 2025 approval (25-4613), which authorized Contra Costa County Fire Protection District to execute a contract with CPS HR Consulting in an amount not to exceed $400,000 for the period November 1, 2025 through October 31, 2028, to clarify that the contract includes terms and conditions that contain indemnification language.

 

FISCAL IMPACT:

Budgeted. 100% CCCFPD General Operating Fund.

 

 

BACKGROUND:

On November 4, 2025, the Contra Costa County Fire Protection District Board of Directors approved Board Order 25-4613, authorizing the execution of a contract with CPS HR Consulting, not to exceed $400,000, for the period November 1, 2025 through October 31, 2028. Following Board approval, CPS HR Consulting requested the inclusion of Additional Test Rental/Assessment Terms in the final contract. These terms contain indemnification provisions that require the Fire District to indemnify CPS HR Consulting. As a result of this inclusion, the contract requires renewed Board approval to proceed with the execution of the contract, including the additional terms and indemnification.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the Fire District will not have a reliable vendor to administer complex promotional exams.
