RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract with GradeTech Inc. and a contract with MCE Corporation in an amount not to exceed $2,000,000 each, to provide on-call paving services at various County sites and facilities, for the period of July 1, 2026 through June 30, 2030, Countywide.

FISCAL IMPACT:
Facilities Maintenance Budget. (100% General Fund)

BACKGROUND:
The Public Works Department, Facilities Services, is responsible for the maintenance and repair of all County properties. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities. On January 31, 2026, two on-call paving contracts expired after reaching their maximum five-year term.

Work completed under these contracts consisted of paving and concrete work to County properties in support of facilities maintenance. More specifically, this work included pavement repairs and replacement, skin patching, sidewalk repairs, concrete flatwork, and hot mix asphalt paving.

The Public Works Department recently conducted a formal solicitation for on-call paving services in December of 2025. The Request for Proposal was originally bid on Bidnet Direct #RFP_F-CONTR-0000000150. After thorough evaluation of the bids received, GradeTech Inc. and MCE Corporation were awarded for these services. Each contract will have a term of four (4) years with an option to extend an additional year, for a total term not to exceed five years. The contract payment limit will be $2,000,000 for each contract.

Facilities Services is requesting approval of two individual contracts with GradeTech Inc. and MCE Corporation for the term July 1, 2026 through June 30, 2030, in the amount of $2,000,000 each.
